APHCA and WTO's SPS Agreement (during 2000-2007)
At Administrators' Level:
Organized the OIE/FAO-APHCA Joint Workshop/Group Exercise on WTO's SPS Agreement along with the 24th APHCA Session in Dhaka, Bangladesh, during 8-9 November 2000. Amongst the workshop participants there were Directors General and Animal Husbandry Commissioners from APHCA countries. The endorsements after the Workshop were as the follows:
Considering that:

(1) The Sanitary and Phytosanitary (SPS) Agreement was in force on 1st January 1995, with the inauguration of the World Trade Organization (WTO), with a view to reducing the negative effects of sanitary barriers on international trade in animals and animal products.

(2) The SPS recognizes the right of governments to take appropriate measures to ensure their adequate level of protection, on condition that they are necessary for health protection and are based on transparent and scientific evidence.

(3) The international animal health measures within the framework of the SPS Agreement are considered to be those of standards, guidelines and recommendations (International Standards) established under the auspices of the Office International des Epizooties (OlE).

The OIE/FAO-APHCA Joint Workshop on the WTO- SPS Agreement recommends that:

(1) Countries are strongly encouraged to join the standard setting international and regional organizations (OlE, Codex Alimentarius, International Plant Protection Convention) relating to the Sanitary and Phytosanitary Agreement (SPS), if they have not done so.

(2) Countries be encouraged to pay careful attention to the International Standards with a view to achieving the widest possible harmonization of their animal health measures to ensure the protection of human and animal life and health.

(3) Countries pay attention to the documents related to the International Standards developed by the OlE when establishing the necessary measures governing their imports and exports of animals and animal products.


(
4) Wider participation in the OlE Code setting process, whenever appropriate, be taken.

(5) While issuance of a veterinary inspection certificate is the responsibility of National Veterinary Services, in countries where multiple ministries are engaged in matters of trade relating to the SPS Agreement, there should be an efficient coordination process and adequate budgets among federal and state governments and industry to allow efficient trading in animals and animal products.

(6) Countries organize and strengthen their national veterinary services to meet the requirements as per the WTO-SPS and related Agreements.

As follow-up actions, six (6) FAO-APHCA/OIE Regional Workshop on WTO's SPS Agreement [with full co-operation of the Thai Department of Livestock Development (DLD), Free University of Berlin (FU-Berlin), and Japan Livestock Technology Association (JLTA)] were organized for government officials at technical levels at the Faculty of Veterinary Medicine, Chiang Mai University (FVM-CMU), Thailand between 2001 and 2007.

Exploring possibility to cooperate with private sector:

During the 21st session in 1995, the secretary proposed to expand APHCA activities under the limited budget situation, the commission also suggested that the APHCA chairperson could send the letter to the concerned FAO Unit, Rome, inquiring a possible change of the standing FAO publication regulations so that "ASIAN LIVESTOCK" - an official FAO/APHCA publication could legally accept the commercial advertisement and sponsorship. The APHCA chairperson will also seek a legal advice from Rome for possible organization of the joint FAO/APHCA - private sector activities on the cost-sharing basis. Actions were taken by the APHCA secretariat but no positive response received, so far.

APHCA TCDC
  • Exchange of experts and travel - as approved at the 27th APCHA session in Pakistan, an amount of US$10,000 was allocated for the following trips:
    • In September 2004, airline ticket costs of two laboratory scientists from LBVD, Myanmar (to attend the AI diagnostic workshop in Harbin, China) were covered under this fund.
    • In 2006, airline tickets for one official each from Bhutan and the Philippines to Cairns, Australia to attend the ISVEE-X
  • List of non-governmental organizations (NGOs) in livestock sector of the APHCA member countries has recently been compiled. The same is distributed at the 28th APHCA session and uploaded in the APHCA website.
